Dennis Lambert, M.Eng, P.E., BC.NE, BC.PE, BC.WRE, F.ASCE is a civil, environmental, marine, coastal and water resources engineer. Mr. Lambert is a Benefit Cost Analyst and Senior Grant Manager at HGA, where he oversees grant applications and Phase I deliverables such as modeling, plans/specifications, benefit-cost analyses (BCAs), construction, monitoring, budgeting, and documentation. He has over 40 years of experience in Construction and Engineering Industry, with extensive expertise in flood modeling, civil engineering design, and environmental engineering, with hands-on construction experience beginning in 1981 and leadership in complex heavy civil works since 2003. Proficient in emergency management and spill cleanup since 1986, I have conducted over 700 benefit-cost analyses (BCAs), securing more than $6 billion in funding for various projects. These experiences have collectively honed my ability to evaluate effective approaches and strategies for impactful BCAs. He currently serves as the Chair of the Waterways Committee as an ASCE member since 1988.
Sean Daly, AICP, PTP – Transportation Planner - Sean Daly brings extensive experience in transportation infrastructure, encompassing financing, engineering, planning, and, more recently, grant acquisition. His career highlights include managing the Transportation Improvement Plan for Boston's MPO in the early 2000s during the concluding phase of the 'Big Dig,' as well as leading transportation plans for corridors, area plans, and general plans. With expertise in goods movement planning, including port area and truck studies, and conducting transportation analyses for environmental documents, Sean has pivoted in recent years to securing funding through grants. Since 2022, he has authored successful applications totaling $250 million in awards from agencies such as the US Department of Transportation, Maritime Administration, Federal Transit Administration, Federal Railroad Administration, California Strategic Growth Council, and California State Transportation Agency.
