Mr. Spencer is a Vice President of Moffatt & Nichol, The Woodlands, Texas and Moffatt & Nichol, Long Beach, CA. He has more than 38 years of experience working with buildings, bridges, and marine structures. His structural engineering experience includes inspection, assessment, design, and repair of marine structures, including piers, wharves, seawalls, fender systems, bridges, buildings and civil construction.
