Mr. Spencer is a Vice President of Moffatt & Nichol, The Woodlands, Texas and Moffatt & Nichol, Long Beach, CA. He has more than 38 years of experience working with buildings, bridges, and marine structures. His structural engineering experience includes inspection, assessment, design, and repair of marine structures, including piers, wharves, seawalls, fender systems, bridges, buildings and civil construction. His experience covers the complete range of structural materials – concrete, timber, steel, and composites. Mr. Spencer has conducted extensive investigations of concrete, timber, and steel deterioration in the marine and landside environments. These efforts have provided intimate knowledge about the deterioration mechanisms of materials, including alkali-silica reaction, sulfate attack, delayed ettringite formation, corrosion, marine borer attack, and fungal decay. His extensive design and repair experience, combined with the considerable field experience, has provided an intimate knowledge of the performance of various repair alternatives.
