David Mrowiec, P.E., P.Eng. is a Senior Project Manager with Collins Engineers, Inc. and has over 30 years of experience conducting inspection, engineering, construction, and evaluation of water resource facilities and waterfront structures. David earned a AS in Marine Technology from the College of Oceaneering, BS in Civil Engineering from the University of Nevada, Reno and an MCE from Norwich University. Specializing in underwater investigations and constructability of rehabilitation strategies, he has provided heavy civil design and consultant management services and directed large-scale civil and marine-based construction projects. Mr. Mrowiec has extensive experience in the heavy civil and marine construction industries and is a previous Resident Engineer with the Nevada Department of Transportation. As a Commercial Diver, he is a subject matter expert pertaining to aspects of commercial diving including inland, offshore, air, mixed gas, hyperbaric operations and treatments, single atmosphere suit operations, and diver safety. Mr. Mrowiec’s primary areas of expertise are in civil engineering, construction dispute resolution, construction contract review, construction defects, hydroelectric plants, renewable energy, and marine facilities. Mr. Mrowiec is an Association of Diving Contractors International Air Diving Supervisor with almost 3 decades of experience using both surface-supplied and scuba diving equipment and procedures. Mr. Mrowiec serves on the ASCE COPRI Ports & Harbors Committee, is a past Chair of the ADCI Engineer Diver Committee and authored Trash Rack Rail System Rehabilitation Using An Asymmetrical Cofferdam for HYDROVISION 2013.
