Elizabeth Collins, P.E., D.PE, F.ASCE
Elizabeth Collins is President at Collins Engineers, Inc. She has over twenty-five years of experience in civil engineering and specializes in waterfront structures and asset management. Ms. Collins holds a BS Civil Engineering (Structures) and MEng Coastal Engineering from Old Dominion University, as well as an MBA from Virginia Polytechnic Institute and State University (Virginia Tech). She is a licensed Professional Engineer registered in several states.
Ms. Collins’s expertise focuses on the lifecycle management of public ports, including funding, resilience, maintenance, and rehabilitation. She has managed asset management projects for private clients and federal, state, and local agencies. She has led the development of transportation asset management programs which incorporate mobile technology into day-to-day inventory, assessment, and prioritization of spending based on risk assessments of publicly owned assets.
Ms. Collins is a Fellow of the American Society of Civil Engineers and a Diplomate of the Academy of Coastal, Ocean, Port & Navigation Engineers.
Ms. Collins is a past Chair of the Transportation Research Board (TRB) Standing Committee on Inland Water Transportation (AW020) and was a member of the TRB Standing Committee on Ports and Channels (AW010). Ms. Collins is a member of the Ports and Harbors Committee of the Coasts, Oceans, Ports, and Rivers Institute (COPRI). Her service has included Chair of the Ports ’19 Conference; Technical Co-Chair and Co-Editor of the Proceedings for the Ports ’16 conference; contributing author to the Waterfront Facilities Inspection and Assessment Manual of Practice; and founding Chair of the Berthing Velocity Subcommittee. She was also the US Representative to PIANC MARCOM WG 145 “Berthing Velocities and Fender Design.”
Prior to joining Collins, she was a Structural Engineer for the Naval Facilities Engineering Command and a Project Engineer for the U.S. Army Corps of Engineers.
