Abstract: The proposed paper for the Ports 2025 Conference by ASCE COPRI will explore the economic impacts of flood control and ecosystem restoration projects on navigation, using Benefit Cost Analysis (BCA) methodologies. This paper will focus on two case studies: the Larose to Golden Meadow Hurricane Protection System and the Timbalier Island Sediment Retention Project, both significant for their roles in managing flood risks and sedimentation along Louisiana's vital waterways.
The Larose to Golden Meadow system, critical for both flood control and navigation along Bayou Lafourche, has faced increased operational challenges due to sea level rise and land subsidence. These challenges have led to frequent closures, necessitating costly detours for critical commodity shipments. A proposed mitigation project with a BCA showing a cost effective BCR (greater that 1 to 1) aims to enhance the infrastructure to better withstand these environmental challenges. Similarly, the Timbalier Island Project addresses severe sedimentation in the Houma Navigation Canal, proposing a jetty-type structure to reduce dredging needs and enhance navigation safety, with a BCA demonstrating substantial economic benefits.
The paper will discuss the methodologies used in these BCAs, including the application of FEMA's DFA Methodology and USDOT guidelines, highlighting the integration of direct and indirect economic impacts. By detailing these case studies, the paper aims to provide insights into the complexities of balancing flood control and ecosystem restoration with the needs of maritime navigation, contributing valuable knowledge to the field of port infrastructure management and development.
